Third Grade Reading Guarantee
The ability to read is the foundation of learning. Research shows that children who are not reading at grade level by the end of grade 3 are likely to have trouble learning in all classroom subjects in higher grades. State law requires that students reach an appropriate level of reading competency by the end of grade 3 or they will be retained unless otherwise exempt. Additionally, schools are required to provide extra intervention for students who are not meeting grade level benchmarks and place them on a Reading Improvement and Monitoring Plan.
